English FA Bans Transgender Women From Women's Football: A Deep Dive into the New Policy

The English Football Association (FA) has introduced a significant policy change, barring transgender women from participating in women's football in England, effective June 1, 2025.


This decision comes on the heels of a landmark UK Supreme Court ruling on April 15, 2025, which defined a "woman" strictly by biological sex for legal purposes under the Equality Act 2010.


The ruling has sparked widespread changes across UK sports, reshaping eligibility criteria and igniting debates on fairness, inclusion, and the role of biology in competitive athletics.



Previously, the English FA permitted transgender women to compete in women’s football under specific conditions, such as maintaining low testosterone levels for at least 12 months.


This policy, which affected around 20 registered transgender players in England, included oversight by a transgender and nonbinary eligibility committee to address any concerns.


However, the Supreme Court’s decision prompted the FA to reverse its stance, limiting participation in women’s competitive football—from under-13s and up—to biologically female players only.


The FA acknowledged the complexity of the issue, stating, “Our position has always been to review and adapt our policy if there’s a significant change in law, science, or grassroots football operations.”


They also expressed empathy for transgender players, committing to support their continued involvement in the sport in other capacities.

This policy shift is part of a broader movement across UK sports.


The Scottish FA is set to implement a similar ban, following its own policy update after a board meeting in April 2025.


Meanwhile, England Netball has already updated its regulations to exclude transgender women from the female category, and the England and Wales Cricket Board (ECB) is poised to follow suit, with a board meeting scheduled to finalize its revised transgender policy.


These changes reflect a growing trend among UK sports governing bodies to prioritize biological sex in competitive categories, often citing fairness and the physical advantages associated with male puberty.



The debate surrounding transgender participation in sports remains contentious. A 2023 British Cycling review highlighted that transgender women who transition after puberty may retain performance advantages, even with testosterone suppression, supporting the rationale behind these bans.


However, a 2017 systematic review countered this, finding no conclusive evidence that transgender women have a consistent athletic advantage over cisgender women at any stage of transition.


As UK sports navigate this complex landscape, the balance between inclusion and competitive equity continues to be a polarizing issue, with significant implications for athletes and the future of women’s sports.
